On September 25, 2026, I spoke in Katowice at the VII International Scientific Conference "Safety of New Technologies," organized by CNBOP-PIB as part of the Congress of New Mobility. I presented voice communication systems in emergency situations (EVCS) and the directions for their design for fire protection and civil protection needs.
The starting point was a simple issue: in an emergency, merely issuing a message is not always sufficient. A person waiting for help should be able to convey where they are and what they need. Staff and rescuers should be able to respond and determine further actions. I explained the difference between EVCS, which serve for two-way conversation, and the sound warning system (DSO), which delivers messages to recipients.
I discussed the applications of such communication during the evacuation of individuals with special needs and during rescue operations. I also demonstrated why the system design should begin with a risk analysis: who will use it, where intercoms are needed, how long the communication should function, and what will happen in the event of a power failure or part of the installation malfunctioning. I also pointed out the importance of cooperation with other safety systems and the protection of communication against interference and digital threats.
I presented the assumptions of the guidelines being developed by CNBOP-PIB and SITP regarding the design, installation, commissioning, operation, and maintenance of EVCS. I also referred to the proposed requirement to equip waiting areas for evacuation with a voice communication system.
The most important conclusion from my presentation was practical: the effectiveness of emergency communication depends on the ability to converse when ordinary means of communication fail or do not meet the needs of the facility's users. Therefore, the scope and reliability of EVCS should be established at the safety concept stage and later tested for their operation under the conditions intended for the specific facility.
